A) Service Area The Orientation Center for the Blind (OCB) facility located at 400 Adams Street, Albany, CA 94706 is approximately 42,000 square feet of buildings, consisting of (3) three buildings and approximately three (3) acres of surrounding grounds and hardscape. The buildings are comprised of Building (A) Resident Dormitory¿2 floors; Building (B) Administration Building, and Classrooms; Building (C) Cafeteria/Kitchen, Conference Center, and Gymnasium. (see attached schematic) B) Type of Service The Vendor/Pest Control Company shall provide Pest Control Services to ensure adequate health and safety issues are addressed for the OCB residents, facility, surrounding grounds and hardscape. The Vendor/Pest Control Company shall provide weekly pest control services to the Orientation Center for the Blind (OCB) at 400 Adams Street. The OCB facility shall receive pest control service weekly but invoiced once monthly. The Vendors/Pest Control Company shall submit a bid based on a per month charge. In addition, a separate line item will be submitted for bed bug control/eradication-- per treatment, per room (as needed). The service shall include but not be limited to extermination and control of all rodents, mice, rats, ants, mites, spiders, fleas, roaches, silverfish, termites, carpet beetles, flying insects (e.g., wasps, bees, etc., and their nests) bedbugs, and similar pests and insects that may pose a concern or threat to the health and safety of the facility. Service shall include exterior rodent control. With regards to bed bug control, the Pest Control Company will educate the OCB staff how to recognize and inspect for bed bugs. BED BUG CONTROL If required, Vendor/Pest Control Company will provide equipment and technicians that will utilize the equipment to heat dorm rooms to 160 degrees for the required time duration to kill bed bugs, larvae and eggs. Vendor will move and rotate furniture and personal belongings every 10 minutes to insure proper heating. Post Treatment to be followed by placement of electronic monitors and use of specially trained dogs. Other methods of bed bug eradication may be considered, though an alternative method requires prior written approval from OCB Contract Administrator or designee. Upon receiving a bed bug event from the OCB facility the Pest Control Company shall: 1. Inspect rooms, adjacent rooms and building for bed bug infestation and for bed bug harborage. 2. Identify the species of bug infesting the property. 3. Develop an Integrated Pest Management (IPM) treatment plan for controlling the infestation at the OCB facility. 22 OCB SERVCE AGREEMENTS 4. Provide written instructions to OCB staff on how to prepare rooms and/or areas for treatments. 5. The first method of eradication shall be a non-chemical commercial heat control technique, the providers of the heat services must be licensed and bonded by the Structural Pest Control Board. The Pest Control Company will provide equipment and technicians that will utilize equipment to heat a room(s) to 160 degrees for the required time duration to kill bed bugs, larvae and eggs. Vendor will move and rotate furniture and personal belongings every 10 minutes to insure proper heating. Post Treatment to be followed by placement of electronic monitors and use of specially trained dogs. Other methods of bed bug eradication may be considered by OCB Contract Administrator or designee, though require written approval prior to its application. 6. If a subsequent recommended eradication method includes a pesticide application (after a non-chemical means of control) only pesticides approved by the California Department of Pesticide Regulation will be utilized and applied consistently with the pesticide label and California pesticide application rules and regulations. If a pesticide is to be applied, the Pest Control Company will provide notification of pesticide treatment to the OCB Contract Administrator or designee, including information for reoccupation of the rooms following pesticide application. 7. Provide written clearance to OCB Contract Administrator or designee that the room(s) is free of bed bugs. C) Service Hours Work to be performed during normal business hours on normal business days, excluding holidays, between the hours of 8:00 a.m. to 5:00 p.m. Prior authorization must be obtained, in writing, from the DOR's Contract Administrator and/or designee for time requested other than normal working hours, Sundays and official State holidays.
