The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) has received a requirement from U.S. Air Force Materiel Command (AFMC), 96 Test Systems Squadron, Eglin AFB, FL. This is a notice of intent that GSA anticipates issuing a solicitation in support of the 96 TSSQ, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR). The Performance-Based Work Statement (PWS) requires services to provide C4ISR and Net Centric technical, engineering, and research management support. Period of performance shall be date of award through 06/30/2013. The proposed contract action is for supplies or services for which the Government intends to solicit sole source to ARINC Engineering Services, LLC, CAGE 1WAV4, 2551 Riva Road, Annapolis, MD 21401, in accordance with FAR 8.405-6(a)(1)(i)(B): "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized."
This task provides component level and integrated systems testing on airborne Electronic Warfare (EW) and C2ISR systems configured for the full spectrum of Air Force Special Operations Command (AFSOC) missions utilizing various configurations of C-130 type aircraft. To conduct this testing there are twelve (12) C-130 Pilots that have current flight ratings and are qualified in the six (6) different models (MDS) of C-130s that AFSOC flies. Of those 12 pilots, six of them are at the 339th Flight Test Squadron at Robins AFB, GA completing functional check flights (FCFs) and aircraft deliveries for the Warner Robins Air Logistics Depot. The other six C-130 pilots fly for ARINC. AFSOC has only authorized the qualified ARINC crews for all 6 MDS due to their unique, one of a kind, Test Pilot experience. The 6 MDS models are AC-130-H, MC-130-H, MC-130-H2, MC-130-P, MC-130-E, and AC-130-W.

This Notice of Intent is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements stated in the attached technical requirements document may submit a written capability statement that clearly supports their ability to deliver the required services. Capability statements shall be received no later than the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed task order based upon responses to this notice is solely within the discretion of the Government.
