This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis (SSS) announcement for market survey information to be used for preliminary planning purposes. This SSS is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Advocate for Competition at [email protected] Include the subject of the acquisition, this announcement, and the MICC POC information from this FedBizOpps notice. Finally, please provide the specific aspects that unreasonably restrict competition and your rationale.
The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541810, Advertising Agencies. The size standard for NAICS 541810 is $15M. Comments on this NAICS and suggestions for alternatives must include supporting rationale. This NAICS Code is subject to change if necessitated by the responses to this Sources Sought.
THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army will solicit for and award a non-personal services contract that provides a Television Commercial advertise ACS/FAP services to Soldiers, Family Members, retirees and Department of Defense Civilian employees. Advertising in the local cable television network is a highly effective way to reach military families residing both on and off the installation as well as retirees and Department of Defense (DoD) Civilian employees.
The Government is requesting that interested businesses that feel they can fully support this requirement, furnish the following information:
1) Capability Statement to include experience with similar projects of a comparable magnitude. Capability statement should include your firm's general background, experience, qualifications and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies. Examples of print quality are encouraged.
2) Company name, address, point of contact, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, Central Contractor Registration (CCR), and Commercial and Government Entity (CAGE) code and e-mail address.
3) Please include type of business (small, small disadvantaged, woman-owned, HUB Zone, serviced-disabled veteran-owned small business, large business, etc.) under North American Industry Classification System (NAICS) 541810 which contains a size standard of 500 employees.
4) Provide no more than three references for no more than three of the most recent and relevant contracts.

The 30 and 10 second ACS/FAP commercials will be broadcast on a variety of cable television news channels/mobile formats and in local areas known to contain a high population of military families. These areas include Fort Bragg / Fayetteville /Cumberland County and the surrounding counties of Harnett, Lee, Hoke, Moore, Robeson, and Johnston. The commercial, in both the 30 second and the 10 second format, will be broadcast on national and local news channels a minimum of 20 times and a maximum of 30 times each week on each channel during a 52 week period. The commercial will be shown on: A National News Channel, which is broadcast in the counties/areas listed above from Monday through Sunday from 5am to 12am. A Local News Channel, which is broadcast in the counties/areas listed above from Monday through Sunday from 5am to 12pm. Responses are due NLT 15 July 2016.
