The Army Contracting Command, Tenant Contracting Division, Aberdeen Proving Ground intends to issue a sole source, Firm Fixed Price contract under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures to E-Tron Systems Inc., 9406 F Gunston Cove Road, Lorton, VA 22079. NAICS Code is 334419. The contractor shall provide the following test harnesses for the D4DG2 and H-III ATD.

Specifications:

1) D4D G2 ATD Cable Harness - 13 EA
2) D4D G2 SHOT Cable Harness, 10f t length - 75 EA
3) D4D G2 SHOT Cable Harness, 45f t length - 10 EA
4) Tooling Costs - 1 EA @ $485.00.

The US Army Aberdeen Test Center has a need to purchase cable harnesses for testing. E-tron systems is the only contractor that can provide the required D4DG2 ATD cable harnesses. E-tron has developed a proprietary back shell and strain relief mechanism that works and ls serviceable to withstands ATC harsh underbody blast testing environment. As such, no other vendor can provide the proprietary cable and any other type would have to develop their own techniques based on ATC's stringent requirements, which would delay testing. The North American Industry Classification System (NAICS) for this requirement is 334419 and the size standard 1,000.

There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should Include Offerer's Online Representations and Certifications Application (ORCA)--Commercial Items in accordance to FAR 52.212-3.
