The Contractor shall provide all personnel, equipment, tools, materials, software, supervision, and other items and services necessary to perform CAD services as defined in this Performance Work Statement (PWS) for the Portland District (NWP) US Army Corps of Engineers (USACE). Drawing types include civil, structural, mechanical, and electrical disciplines. The focus of the requirement is accurate, high production CAD work services and should not be confused with design services. Services are not required to be performed at a physical USACE project site and rather will be performed at the Contractor’s place of business. The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed.
The period of performance for this firm fixed price contract will be 75 calendar days from award date.

I have received questions regarding the level of effort needed for our project, from a few of the interested parties, and want to share what my Engineer has relayed, so that all parties have a firm understanding of our project's expectations:
The PWS is for high volume CADD services to provide drawings that we can immediately begin manipulating, not a half mix of redrawn content. That is why the list of bullet points added to the specification was included to set the minimum standard.
AutoCAD drawing requirements for converting scanned drawings shall follow the general guidelines below:
• All lines and text to be drawn in color 252 and by-layer
• No Stacked fractions
• All dimensions aligned and above the dimension line
• Dimensions to be put on a dim style. No broken dimensions or leaders
• All arrow terminators for dimensions and leaders for callouts to be filled, be 1/16” wide and 3/16” long (a ratio of 1.5 length and .5 width)
• Centerlines are line style 4
• Hidden lines are line style 2
• All text to be in Arial (Regular) font
• Text height and width for notes, dimension text, call-outs to be 3/32”
• Text height and width for view titles and headings to be 3/16”
• Electrical components/devices to be on layer named E-DIAG-GRPH
• Electrical text only to be on layer named E-ANNO-TEXT
• Mechanical components and text to be on an “M” layer
• Structural components and text to be on an “S” layer (all architectural elements like concrete outlines or walls to be placed on the “S” layer and not “A” layer)
• All text for general notes or border text to be on a “G” layer
• All text with leaders is to be dynamically justified
• No periods after any abbreviation
• All objects should be dimensioned with one dimension style with 1/8" text
with annotative scale on.
• All models to be drawn in model space at one-to-one scale
