This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i)– as the unique items are only available from one source and awarding to any other source would not fulfill the agency’s requirements.  This is not a request for Quotes or Proposals. No reimbursement will made for any costs associated with providing information in response to this synopsis or any follow-up information requests. No contract award will be made on the basis of response to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.

The Air Force Test Center (AFTC)/PZIEB intends to issue a Sole Source Contract to Cool City, Inc., 10655 Mineral Wells Highway, Weatherford, TX 76088, who develops, manufactures and markets a line of innovative flight guidance control systems that offer new features and benefits never before available to the general aviation marketplace. Cool City, Inc. is the sole manufacture of the Stick Force Indicator, Model 916, which is a hand-held force gauge that registers the amount of pressure needed to move an aircraft stick, wheel or throttle, either in flight or on the ground and also measures the foot pedal force required to move rudders and tail rotors. AFTC/PZIEB needs 13 Model 916 Stick Force Indicators to be calibrated and refurbished if necessary.  

Cool City is the sole manufacture and seller of the model 916 Stick Force Indicator and is the only company authorized to refurbish and calibrate any model 916 Stick Force Indicators. The NAICS code for this requirement is 811219 with a size standard of $20,500,000.

Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the System for Award Management (SAM), your qualifications and any applicable pricing data or information.  All responses should include a point of contact, telephone number, and e-mail address.  Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUB Zone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. All responsible sources may respond to this notice and all responses will be considered by the agency.

Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.
