This NOTICE OF INTENT is for the procurement of Calibration Standards (CALSTDs) ancillary equipment in support of Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities, Aviation Navy Calibration Laboratories (NCLs), and Metrology Calibration (METCAL) program Naval Air System Command (NAVAIR). This requirement is advertised as SOLE SOURCE.

The Government intends to award a Firm-Fixed Price contract, on a sole source basis, to Fluke Electronics Corporation, 6920 Seaway Blvd, Everett, WA 98206-9090 for this procurement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and 13.5 will be utilized for this commercial acquisition.

The requirement will include the following: 

Fluke 792A 120 AC/DC Transfer Standard (Qty 6)

This procurement of Fluke Electronics will provide ultra-high accuracy AC/DC Thermal Transfer Standard, designed to meet the most demanding ac traceability requirements. The units must be compatible and interchangeable with existing NAVAIR Instrument Calibration Procedures (ICP’s) and equipment.

A draft Statement of Work is hereby provided as Attachment (1).

This measuring equipment is currently required for work performed under Measurement of Science Department, Corona, CA to all the NAVAIR Calibration Laboratories.

This notice is not a request for competitive proposals. All responsible interested parties may submit a capability statement by 6:30 p.m. on 01 June 2021 via e-mail to [email protected], which will be considered solely for the purposes of determining whether to conduct a competitive procurement.
