Sealed bids for Cameron Community Park Phase 2 will be received by the City of Cameron, Missouri, at the office of the City Clerk until 2:00 p.m. local time on Thursday, June 15th, 2023. All sealed bids will be transferred to the Council Chambers, City Hall, where they will be publicly opened and read aloud. Any bid received after the designated closing time will be returned unopened. All bids shall be submitted in sealed envelopes addressed to the City of Cameron City Clerk and marked “Cameron Community Park Phase 2”. A Pre-Bid Conference will be held at: Cameron City Hall (Council Chambers) 205 North Main Street Cameron, MO 64429 Attendance at the pre-bid conference is highly encouraged but is not mandatory. Date & Time: Thursday, June 1st, 2023 at 2:00 p.m. The project consists of: Construction of a year-round restroom, picnic shelters, site furnishings, concrete sidewalks, and asphalt parking stalls. Plans and specifications are available for viewing at the office of the City Clerk. Copies of plans and specifications can be purchased for a Non-Refundable fee on-line at www.drexeltech.com in their eDistribution Plan Room. Information regarding this project can be found in the “Public Jobs” link on the website. Partial sets of bidding documents will not be available. Bidding documents may be downloaded or picked up on a CD or hard copy at Drexel Technologies, located at 1911 Central Street, Kansas City, MO 64108; phone 816-471-7176. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier’s checks shall be made payable to Drexel Technologies, Inc. Contractors should read and be fully familiar with all contract documents before submitting a bid. In submitting a bid, the bidder warrants that he has read the contract documents and is fully familiar therewith and that he has visited the site of the work to fully inform himself as to all existing conditions and limitations and shall include in his bid a sum to cover the cost of all items of the work. All bidders shall verify that they have considered all written addenda. Neither the City nor the City’s Representative shall be responsible for oral instructions. Any written addenda issued during the time of bidding shall be covered and included in the bid. There will be no clarifications or exceptions allowed on bid. Bids are for a total package, total contract price. Bids shall be made upon the form provided, in ink or typewritten. Numbers shall be stated both in writing and in figures; the signature shall be long hand; and the complete form shall be without alteration or erasure. No oral, telegraphic, facsimile, or telephonic bids or alterations will be considered. The following items must be included in the sealed envelope with the bid: 1. Bid 2. 5% Bid Security—Bid Bond, Cashier’s Check or Certified Check (See Below) 3. Verification that payment, performance, and maintenance bonds can be provided. 4. Qualifications Statement (See Instructions to Bidders Article 3.03) a. Written evidence establishing its qualifications such as financial data, previous experience, and present commitments. b. A written statement that Bidder is authorized to do business in the state where the Project is located, or a written certification that Bidder will obtain such authority prior to the Effective Date of the Contract. c. Bidder’s state or other contractor license number, if applicable. d. List (on Bid Form) major Subcontractors and Suppliers. 5. Certification Regarding Debarment, Suspension, and Other Responsibility Matters, Drug-Free Workplace Requirements and Lobbying. 6. Certification of Non-Segregated Facilities. 7. Affidavit of Compliance with the Prevailing Wage Law. 8. E-Verify (Affirmation of Enrollment and Participation in a Federal Work Authorization Program). Each bidder shall file with his bid, a cashier’s check or a certified check drawn on any acceptable bank, made payable to the City of Cameron, Missouri, in the amount of not less than five percent (5%) of the total bid, which shall be retained by the City of Spring Hill until a Contract for the project has been executed. Bid bonds will be returned to the unsuccessful bidders, with the exception of the second qualifying bidder, at such time as their bids are rejected. The bid deposit of the successful bidder and the second qualifying bidder will be returned when satisfactory bonds in the amount equal to the 100% of the Contract amount, required insurance certificates and other required documents shall have been furnished and the Contract Documents have been executed. In the event the successful bidder is unable to execute the Contract, for whatever reason, the City may exercise its legal prerogatives, including, but not limited to, enforcement of its rights as to the bid security. Federal Land and Water Conservation Funds are being used in this project, and all relevant federal, state, and local requirements apply. The City of Cameron, MO hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or national origin in consideration for an award. Federal Work Authorization Program (E-Verify) – Pursuant to RSMo 285.530, no business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the State of Missouri. The contractor shall provide, as part of their bid, signed affidavits and documentation affirming said requirement. The City of Cameron reserves the right to reject any or all bids, to waive any technical formalities, and to negotiate with any responding Contractor or third-party to ensure that the City receives the best pricing available.
