The Consumer Product Safety Commission (CPSC) intends to award a sole source contract to Humanetics Innovative Solutions Inc. to provide ANTHROPOMORPHIC AND SUBSTANTIALLY ANTHROPOMORPHIC CORRECT TEST DUMMIES FOR THE TESTING OF INFANT, TODDLER, AND DURABLE INFANT PRODUCTS. MANY STANDARDS CALL OUT AND REQUIRE SPECIFIC TYPES OF UNITS, PRIMARILY CAMI DUMMIES, TO BE USED IN STATIC TEST OF THE PRODUCTS. THE NEW CAMI DUMMIES WILL ADDRESS THE SHORTAGE OF TEST DUMMIES REQUIRED BY THE ASTM SAFETY STANDARDS FOR CHILDREN'S PRODUCTS. THE NEW CRABI DUMMIES WILL ADDRESS THE NEED TO HAVE TEST DUMMIES WITH INSTRUMENTED HEADS TO BE USED WHEN RESTING AND RECREATING IMPACT TYPE INCIDENTS THAT RESULT FROM FALLS, TIPOVERS, AND UNEXPECTED EXITS. The Government believes that only Humanetics Innovative Solutions Inc. is capable of supplying these supplies. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This notice of intent is NOT a request for competitive quotes however; any firm that believes it can supply these services may give written notification to the Contract Specialist via email at [email protected], by May 23, 2012 3PM EST. Supporting evidence must be furnished in sufficient detail, to the above listed email address, Attn: Eddie Ahmad, Contract Specialist. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CPSC will proceed with the sole source award with Humanetics Innovative Solutions Inc.
