The Naval Sea Systems Command intends to utilize other than full and open competition to place an order under Basic Ordering Agreement (BOA) N00024-21-G-5103 to Lockheed Martin Rotary and Mission Systems (LM RMS) located in Moorestown, New Jersey. This BOA order includes the procurement of Canadian Surface Combatant (CSC) Weapons System Material and Services Long Lead Materials. This BOA order will be awarded pursuant to 10 U.S.C. 2304(c)(4), to contract the acquisition using other than full and open competition with LM RMS.

According to FAR 6.302-4(a)(2), full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government.

LM RMS has the expertise to provide CSC Batch 1 Long Lead Material for the solid state SPY radar Engineering Development Model (EDM) /Production Representative Unit and Engineering/Technical assistance support. LM RMS also has specific production engineering background, extensive integration and test facilities, prior AEGIS Weapon System MK 7 experience, and in-depth technical expertise to provide the requirements to be procured under this BOA. This is not a request for competitive proposals.
