The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, with Andeen Hagerling, 31200 Bainbridge Road, Cleveland, Ohio 4 4 1 3 9 under the authority of FAR Part 13.106-1(b), for the procurement of a Capacitance/Loss Bridge.

Sole source determination is based on the need to acquire one Model AH-2550A capacitance bridge, to be used in developing a photon momentum force balance requiring 6 ppm absolute accuracy from femtofarads to 20 picofarads. This is the only bridge with adequate stability and accuracy for calibrations of capacitance at relative uncertainty levels below 6 ppm. This is also the only bridge compatible with the existing NIST photon momentum force balance system and existing software and interface hardware. The previous version of the electrostatic force balance shows that the Andeen-Hagerling AH2550A capacitance bridge is the only unit demonstrated to be capable of capacitance metrology for realizing photon momentum transfer at the 1 kW level in a fashion rigorously traceable to the SI.

Andeen Hagerling is the sole source to provide the required bridge and does not have any authorized distributors/resellers.

The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 750 employees.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued.  This notice of intent is not a request for quotations.  Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
