This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is HSFLAR-13-Q-00058 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 323111 with a small business size standard of 500 employees.
Federal Law Enforcement Training Centers (FLETC) requires cardboard targets that meet or exceed the targets listed and pictured in Attachment A Statement of Work.
BLANKET PURCHASE AGREEMENT (BPA) - The Federal Law Enforcement Training Centers (FLETC) intends to establish a single Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The Government anticipates award of a BPA within 30 days of receipt of proposals.
The BPA period of performance includes a 12 month Base period and two 12 month option periods. 10/1/2013-09/30/2016

Award Criteria- An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the
Lowest Price Technically Acceptable (LPTA). Q&A- Submit all questions by email to
[email protected]. This solicitation will be amended to post Q&A based on the question that come in. Questions will be received until 4 PM MDT on September 4, 2013, questions will be addressed in one amendment.

Technical Evaluation of targets: Two samples of each Target will be requested prior to award and shall be delivered within five days at no additional cost to the Government.
