This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is HSFLAR-13-Q-00058 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 323111 with a small business size standard of 500 employees.

Federal Law Enforcement Training Centers (FLETC) requires cardboard targets that meet or exceed the targets listed and pictured in Attachment A Statement of Work.

BLANKET PURCHASE AGREEMENT (BPA)
- The Federal Law Enforcement Training Centers (FLETC) intends to establish a single Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The Government anticipates award of a BPA within 30 days of receipt of proposals.

The BPA period of performance includes a 12 month Base period and two 12 month option periods.  10/1/2013-09/30/2016

The solicitation package includes the following documents:

   Attachment B Price/Cost Schedule for Targets Template
   Attachment C Contract Terms and Conditions

Award Criteria- An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA).  

Q&A- Submit all questions by email to [email protected]. This solicitation will be amended to post Q&A based on the question that come in. Questions will be received until 4 PM MDT on September 4, 2013, questions will be addressed in one amendment.

Technical Evaluation of targets:  Two samples of each Target will be requested prior to award and shall be delivered within five days at no additional cost to the Government.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.  SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS.
