The Defense Supply Center Philadelphia, 700 Robbins Ave, Philadelphia PA 19111, intends to procure on a sole source basis with GE Medical Systems IT to provide a cardiac stress testing treadmill for the Multi-National Corps in Iraq. GE shall provide a state of the art, durable, user friendly treadmill with excellent maintenance profile. It will be equipped with 220V capability and have a fully filtered EKG algorithm that allows detection of minute EKG changes critical for Samawah Hospital to diagnose severe blockages of the heart arteries. It will have English manuals which can be read by Iraqi physicians schooled with English texts. This critical familiarity will allow the cardiologist to provide the necessary training enabling Iraqi physicians to treat Iraqi patients. Sole source purchase is therefore required. The statuatory authority for this sole source purchase is Title 10 U.S.C. 253 (c)(1) as implemented in the FAR 6.302-1 (a)(2).
