The 42nd Contracting Squadron, 50 LeMay Plaza is seeking sources that can provide services for the following Statement of Work.  This announcement constitutes the only notice.  A written solicitation will not be issued.  This requirement is issued as a request for quote (Reference Number F2XJA30104A001).

Statement of Work

1. SCOPE: This Statement of Work (SOW) defines the effort required for providing the Cardiopulmonary Resuscitation (CPR) Training Course. The materials consist of an automated external defibrillator (AED) and a practice DVD which is used to assist to save a life in a cardiac emergency. This PWS is to purchase the American Heart Association Certified Course for CPR. The course is aligned with the emergency medical requirements and meets the American Heart Association's standards for the basic CPR training.
1.1. Introduction: The Jeanne M. Holm Center for Officer Accession and Citizen Development mission is to "Develop the best Air Force leaders and citizens of character, dedicated to serving the Nation." The Holm Center vision is to "sustain a culture and environment of continuous learning, enthusiasm, pride, and tradition". Holm Center provides coordinated leadership and policy direction for the Air Force's officer recruiting, training, and commissioning programs at Officer Training School and at Air Force ROTC detachments at 144 universities. Holm Center also directs the Air Force's Junior ROTC high school citizenship training program at 884 units on high school campuses around the world. The Curriculum Directorate of the Jeanne M. Holm Center for Officer Accession and Citizen Development (Holm Center/CR) is the executive agent for this project.

1.2. Background: The Cardiopulmonary Resuscitation (CPR) Training Course is designed to teach the core skills of CPR to help save a life. CPR is an emergency procedure for a person whose heart has stopped or is no longer breathing. CPR can maintain circulation and breathing until emergency medical help arrives.

2. DESCRIPTION OF REQUIREMENT
2.1. General: The Cardiopulmonary Resuscitation (CPR) Training Course consists of an automated external defibrillator (AED) and a practice DVD used to help save a life in a cardiac emergency.
2.1.1. This CPR training will provide the ability and skills to over 900 instructors a year attending the JROTC and ROTC Academic Instructor Courses (AIC). Training allows instructors to be prepared to address any CPR related incidents until emergency medical help arrives. This training will support over 110,000 AFJROTC cadets at 884 high schools and over 12,000 ROTC cadets at 144 units.
2.2. Work Scope: The contractor shall provide the expertise and training for the American Heart Association certified course for Cardiopulmonary Resuscitation (CPR). The contractor will show a practice DVD and provide each instructor an automated external defibrillator (AED) to be used in the practice exercise. Learning how to use an AED helps reduce death and disability from sudden cardiac arrest. Cardiopulmonary Resuscitation and automated external defibrillator use are inextricably linked in the sudden cardiac arrest survival chain. Consequently, it is critical all our instructors become certified in this capacity.
3. PERFORMANCE CRITERIA
3.1. Period of Performance.
There will be one CPR training session per class. The specific dates for CPR training are to be determined (TBD), but will be within the provided class dates.

3.2. Security and Privacy Act.
3.2.1. Clearances. No security clearance requirements are associated with this task.
3.2.2. Privacy Act. Any Privacy Act information obtained during work with Holm Center will be for official use only and not released to outside agencies without prior approval from the individuals.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES 4.1. The government shall furnish location for CPR Training.
5. QUANTITIES
5.1. The following quantities required by this contract are:
• 825 CPR Kits for training only. The kits will not be kept by the students.
