The National Institute of Health intends to award a firm fixed price purchase order to Philips Healthcare, Minuteman Road MS0400 , Andover MD, 01810-1099, DUNS# 153882816 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). This requirement is to furnish, install and provide training for twelve (12) cardiograph units that can interface with the current EKG management system (server) Tracemaster at the Clinical Research Center, located in Bethesda, Maryland. The Tracemaster server feeds data into the internal healthcare provider database for EKG results. The Tracemaster system is configured to provide desktop EKG access to physicians that require immediate results from the EKG portable cardiographs. The government has determined that Philips Medical Inc is the only known source who can supply a direct replacement for the Portable EKG units (Philips PageWriter) Touch with Philips TC70 Portable Cardiograph. The intended procurement will be classified under North American Industry Classification System Code 334510, with a size standard of 500M employees. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). All responsible contractors who meet the capabilities cited to perform the requirement, may submit experience, capabilities, and qualifications as outlined above which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the seven (7) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
