The Bureau of Public Debt (BPD), on behalf of the Armed Forces Retirement Home (AFRH), in Gulfport, MS and Washington, DC, intends to award a sole source award to the Commission on Accreditation of Rehabilitation Facilities (CARF). The sole source award to CARF will entail survey and maintenance services associated with CARF accreditation. CARF will survey systems, procedures and quality improvement plans, implementation, and evaluation at all levels of the continuum associated with the continued quality care of the residents of AFRH. CARF is the only source who can perform this annual conformance to quality report and certify the AFRH facilities in the areas of Assisted Living and Dementia Care.

BPD will consider all affirmative responses received no later than 2:00 PM (ET) on June 18, 2010. A request for more information is not considered an affirmative response. If no response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the government, a sole source award will be made to CARF.
