The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center Charleston, SC is issuing intent to negotiate a sole source procurement with CARIS USA, Inc, Alexandria, VA for CARIS software for processing and delivering bathymetric data. CARIS USA, Inc. is the developer, publisher, and holder of all copyrights of all CARIS brand software, including HIPS & SIPS Professional. The statutory authority for other than full and open competition is 41 USC 253 (C)(1), Only One Responsible Source. The applicable NAICS code is 511210 with a size standard of $25 million. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by 11:00 A.M. EST August 6, 2010. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
