The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.
This combined synopsis/solicitation is being issued as 100% Small Business Set-Aside. NAICS: - 314110-Carpet and Rug Mills
The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to install carpet in Bldg. 1730 at Nellis AFB, NV IAW the Statement of Work.
The contractor shall purchase the carpet materials by following the guidelines of the Air Force Installation Contracting Agency (AFICA) Carpet Ordering Guide Program. A listing of the approved dealers previously established under the Tier I contracts as follows: (FA8057-17-C-0002, FA8057-17-C-0003, FA8057-17-C- 0004, and FA8057-17-C-0005). Contractors may view the link provided below to familiarize themselves with the information concerning the Tier I dealers and mandatory procedures for Tier II procurement.
The carpet/adhesives shall be purchased from only the pre-approved Tier I Contracts as in Attachment 3 of this solicitation.

AWARD CRITERIA: An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the Requirements of the synopsis/solicitation; (2) that receives a rating of "Acceptable" on the technical capability evaluation factor; and (3) That submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable.
