The Government intends to issue a solicitation SPM1C1-12-Q- 0456 for the manufacture and delivery of the Case Flag, Cotton Duck (8345-00-178-8492): Quantity: 1,596 ea. This item is manufactured in accordance with MIL-C-3680. Production Lead Time is 180 days. Destination for this item is Arizona Industries for the Blind; Phoenix, AZ. Automated Best Value Score (ABVS) will be used. In addition to price and other related factors, the Contracting Officer, on this acquisition, will consider past delivery and quality performance as an evaluation factor using the DLA ABVS Program, and may make an award at other than the lowest evaluated price. The solicitation will be issued as a SDVOSB set-aside that will result in a firm fixed price contract. All items must be 100% U.S. Made out of 100% U.S. Materials.

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment) impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
