Holloman Air Force Base is conducting market research to determine if there are sources capable of fulfilling a requirement for Catholic Priest services. A brief summary of the requirement is below:

• Must be duly ordained Roman Catholic priest in good standing with the bishop of his diocese or superior.

• Must be endorsed, in writing, by the Archdiocese for the Military Services (AMS).

• Conducts two Sunday masses each week (9-10 am, 5-6 pm)

• Conducts Holy Day masses/services

• Conducts reconciliation, sacramental rites, and funeral services (as needed)

• Delivers homilies/sermons
 
Previously, these services were performed under a firm fixed-price blanket purchase agreement (BPA), which offered greater flexibility in terms of performance. The contractor was required to perform only the services listed on the BPA call by accepting the BPA call in writing; whereas under contract, the contractor must perform ALL services listed under the contract.
