The Department of Army, Army Contracting Command - Orlando, on behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), on behalf of the Product Manager for Maneuver Collective Training Systems (PM MCTS), intends to solicit, negotiate and award a sole source contract with Meggitt Training Systems, Inc. (Meggitt) addressed under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR Subpart 6.302-1(a)(2)(ii)(B) to award a contract for purchasing 240 simulated M4 weapons to be shipped to various locations. This award is planned for 2nd Quarter Fiscal Year 2017 (2QFY17), with delivery anticipated by 1 May 2017.

Meggitt is the supplier of the legacy M4s which support the Close Combat Tactical Trainer (CCTT) Reconfigurable Vehicle Tactical Trainer (RVTT) and Reconfigurable Vehicle Sumlator (RVS). (See attached Appendix N - RVS Manned Module Description.) The Training and Doctrine Command (TRADOC) Capability Manager Virtual / Gaming (TCM VG) mandated that the simulated M16s utilized within the RVTT be replaced by M4s. Due to schedule constraints, TCM VG has requested that the Government accomplish this action in FY 17. Utilizing the same simulated weapons which are already in use within the training system, saves the Government time and funding, which is why the Government has determined that a sole source award to the manufacturer of the legacy weapons is the best course of action to deliver these simulated weapons by the requested date.

This notice of intent is not a request for competitive proposals or quotes. However, this notice does function as a Request for Information (RFI) or Sources Sought for offerors who believe they can meet the Government's requirement. Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
