The U.S. Special Operations Command (USSOCOM) anticipates awarding a Purchase Order with Rockwell Collins, 400 Collins, Inc., Cedar Rapids, IA 52498-0505, to retrofit 3 CDU-7000D, P/N 822-2538-001 configuration. The Government intends to award a purchase order on an other than full and open basis, 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Rockwell Collins. The CDU-7000D retrofit is a technology refreshment initiative that specifically addresses diminishing manufacturing resources related to the non-availability of the PPC-750 microprocessor. This legacy processor is incapable of hosting critical Global Air Traffic Management (GATM) software updates required for compliance with the Federal Radio-navigation Plan. This retrofit must result in a Control Display Unit that is qualified for flight in U.S. Army rotorcraft (Environmental and Electromagnetic Environmental Effects) at the time of delivery. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a proposal which shall be considered. The NAICS code for this acquisition is 334511, with a small business size standard of 750 employees. The Defense Priorities and Allocations System (DPAS) assigned rating is DO.
