Solicitation N00421-14-T-0423 is issued as intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with CEC Vibration Products, Inc., under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). CEC is the original equipment manufacturer and only known source who can furnish the CEC 8000. Procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. This is a firm-fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability.
