The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, Maryland, intends to negotiate on a noncompetitive basis with Vaisala of Woburn, MA for an ceilometer sensitivity verifier CLX311 (Qty 3). Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements to provide an instrument that can simulate clouds throughout the effective range of the VAISALA CL31ASOS ceilometer to verify the sensitivity of the CL31ASOS. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Responses to include information on business size to see if this requirement is suitable as a small business set aside. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written
responses must be received no later than 15 days after this publication to this synopsis. This requirement is being done as a simplified acquisition.
