HOME FORWARD CELILO COURT SECURITY IMPROVEMENTS Bids due 2:00 pm, June 14, 2022 ADVERTISEMENT FOR BIDS RFB # 05/22 - 451 Bids will be received via electronic submission at Home Forward's online submission website at https://bidlocker. us/a/homeforward/BidLocker until 2:00 p.m. Tuesday, June 14, 2022. The First Tier Subcontractor List, form HF-421, must be received by 4:00 p.m. on the same day, June 14, 2022. No bidder may withdraw their bid after the hour set for opening until after the lapse of sixty (60) days from the bid opening. Bidders will need to sign up for free on Bidlocker to access the solicitation docu ments or submit a bid. Celilo Court, located at 4605 NE 95th Ave. Portland, OR 97220, is a 28-unit apartment building built in 1980. The project consists of new ornamental metal fence, new pre-cast concrete wall and new site lighting for security purposes. The new 8'-0" tall ornamental metal fence will replace the existing 3'-6" tall fence along NE 95th Ave with pedestrian and vehicle access gates. The new 10'-0" tall pre-cast concrete wall will be along the east side of the property. New lighting will consist of high and low pole lighting throughout the property. A pre-bid tour of the building will commence at Celilo Court on Tuesday, June 7, 2022 at 10:00 a.m. Questions posed during the tour that are not addressed in the Solicitation will be answered by addendum. Home Forward has an established goal of 28% participation by COBID and/or Underutilized Business Enterprise (UBE) firms. Prime contractors who do not meet the 28% goal will be required to submit proof that good faith efforts have been made to contract with these subcontractors. This project is subject to the Davis-Bacon Prevailing Wage Require ments. The wage determination applicable for the duration of this project is Davis-Bacon Residential OR20220017 Mod 3, dated May 6, 2022. Home Forward may reject any bid not in compliance with the prescribed bidding procedures and requirements, may reject any or all bids, and waive all informalities if doing so is determined by Home Forward to be in the public interest.
