The USACE Marine Design Center of the U.S. Army Corps of Engineers (USACE) intends to initiate an Invitation for Bid (IFB) procurement for providing labor, materials, and services to dry dock and repair the New York District Drift Collection vessel GELBERMAN. The vessel is currently stationed at the USACE Caven Point facility, and work is to be performed by a facility within 16 hours running time sailing distance of the Caven Point Terminal, Jersey City, New Jersey at an average sailing speed of 10 knots.

The vessel's primary mission is debris removal from the New York Harbor. The vessel is currently classed by ABS and maintains a USCG Certificate under Subchapter I. The major scope of work includes:

• Drydocking and launching of the vessel.
• ABS Survey - Special Survey Requirements
• Assisting the USACE, ABS, and USCG with inspections of the hull, tanks, propeller shafts, rudder stocks, sea valves, and miscellaneous piping.
• Cleaning and painting the exterior of the vessel.
• Cleaning and painting interior sections of the hull.
• Replacement of all zinc anodes.
• Cleaning fuel tanks and fresh water tanks.
• Gas freeing compartments.
• Audio gauging for ABS/USCG inspection.
• Rudder and rudder post maintenance.
• Keel cooler maintenance.
• Propellers and shaft removal and re-installation for inspection.
• Sea valve and deck vent inspections.
• Replacement of engine exhaust piping.
• Epoxy floor resurfacing.
• Deck hatch replacement.

The scope of work also includes additional line items which may or may not be exercised at the discretion of the Contracting Officer.

There will be Liquidated Damages associated with this procurement. A Bid Guarantee will be required. Payment and Performance Bonding will not be required.

The Invitation for Bid Number (IFB) W912BU-16-B-0002 is intended to be available on or about January 6, 2016. Hard copies will not be available. No written or fax requests will be accepted. Contractors may download the solicitation (including drawings) and any amendments via the hyperlink to the Federal Business Opportunities website, www.fbo.gov , on (or after) the issue date. The official media of distribution for the IFB is the Web. All amendments to the IFB will be posted to the FedBizOpps website. It is the offeror's responsibility to monitor the website in order to access the solicitation. Offeror's are responsible for printing copies of the IFB and any amendments. Bids will be due on, or about February 4, 2016. NAICS code is 336611 - Ship Building and Repair.

Prior to the award of any contract under this solicitation, the successful Offeror will be required to enter into a "Master Agreement for Repair and Alteration of Vessels". Offerors that have entered into the agreement prior to this solicitation need not comply with this clause.
