The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide fixed wing transportation services for USSOCOM. The current requirement is primarily for the CENTCOM area of responsibility (AOR).
Services to be provided include fixed wing transport of passengers, cargo, airdrops, and patient litters. The government anticipates the contractor positioning three (3) multi-engine aircraft with necessary aircrews. Aircraft must be capable of performing Short Take-Off and Landing (STOL) with a combination of passengers and cargo. The NAICS code is 481211. The applicable Product or Service Code is V121. The period of performance will be a base year plus 4 option periods.
Award requirements. To be eligible for award Offerors shall
- Be the entity which will operate the proposed aircraft
- Have a FAA 135 operating certificate
- Be DoD CARB approved, at time of proposal submission.
The Government will consider the above eligibility requirements as well as other Technical, Past Performance, and Price Factors which will be identified in the solicitation. The Fly America Act Preference applies. The draft Performance Work Statement is posted with this notice.
A Request for Proposal (RFP) will be available on Federal Business Opportunities within the next 30 days. No hardcopies of this solicitation will be issued.
