The Army National Guard Bureau (ARNG) intends to award sole source modification to contract W9133L-15-C-0039 for ARNG Centralized Credentialing & Privileging to Innovative Information Solutions to provide increased centralized credentialing and privileging contract support services to the ARNG health care providers through the ARNG Office of the Chief Surgeon (CSG). This is an out of scope modification with a base period of performance starting on or around 30 SEP 2018 to 26 JUL 2019. Centralized Credentialing & Privileging provides support to ARNG health care providers as follows; (1) establish, process, and posture initial entry provider credential files (PCF's) for presentation to the Centralized Credentialing & Privileging Preparation (C2P2) Board for approval and to be granted initial credentials and privileges; (2) conduct systematic reviews of PCF's for expiring documents and interchange with current documents, to ensure the file remains current at all times and for presentation to the C2P2 board for reaccreditation every two years; (3) initiate PCF's for electronic transmittal of privileged provider credentials, known as an Inter-facility Credentials Transfer Brief (ICTB's), which is the act of transferring a provider's active privileges from the ARNG to a designated Military Treatment Facility (MFT).  This is considered a sole source to Innovative Information Solutions because it is vital for services to remain with the current contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award and future efforts will be competitively awarded.

In accordance with Defense Federal Acquisition Regulation (DFARs), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Centralized Credentialing & Privileging requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 5 SEP 2018. Responses must be submitted in writing to the Contracting Officer, Mr. Scott Welcheck, via email at [email protected]  and Major Mark Williams, [email protected] no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
