The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Cepheid Inc., located at 940 E. Caribbean Drive, Sunnyvale, CA 94089, for a SmartCycler add-on processing block for diagnostics and installer CD SmartCycler DX 3.0 software to update/upgrade an existing Cepheid SmartCycler (real-time PCR) system located at the EPA's Gulf Ecology Division (GED) in Athens, GA. The upgrade will increase the sample handling capacity and add more data analysis capabilities to the existing SmartCycler system. The EPA has identified Cepheid Inc. as the only vendor capable of satisfying this requirement. The circumstances permitting "other than full and open competition" is FAR 6.302-1, "Only One Responsible Source". The intent of this notice is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing merely to submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for determining whether to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability, no later than 10 days after the date of this publication.
