1. Can the government confirm that the number of required Incident Command SMEs for both the DRE and CTE is two (2)? Incident Commander and Operations Chief?
ANSWER: Two individuals are required
2. Can the government confirm that the required number of manikins is 20? (some sections read 30 in the PWS).
ANSWER: 20 manikins are required for training throughout this PWS, all instances of 30 in the PWS should be omitted.
3. Can the government confirm if a fixed/hard shelter is available at either location as the role player staging area? Or will the contractor be required to provide adequate tentage, tables, and chairs at both locations?
ANSWER: No fixed/hard shelter will be provided by the government at both locations. The contractor will be required to provide the adequate tentage, tables, and chairs to support role player personnel.
5. Can the government identified what are the designated role player parking areas at each exercise location?
ANSWER: Role player parking will not be available at the training sites. The contractor shall be responsible for ensuring role player personnel enter and exit MTC/MUTC.
6. Is the contractor required to provide all role-player sustenance (meals, drinks, snacks), as well as role player clothing and jewelry and other personal item props for multiple exercise rounds?
ANSWER: All sustenance is to be provided by the contractor. The government will not furnish any sustenance
7. Can the government confirm that adequate concrete breaching slabs are already in place at each exercise location and that the 24 slabs provided by the contractor at each location will be replacement slabs for future events?
ANSWER: There are enough slabs at each location to facilitate training. However, the contractor will be required to replenish 24 slabs at Marseilles. These slabs will be used at future date, and not during the operational period of this PWS.
8. Can the government confirm that the described lumber and shoring kit must be provided for each exercise?
ANSWER: Technical Exhibit 7.3 has the complete list of materials.
9. Can the government confirm that the IAP and exercise scenario will be provided to the contractor and Incident Command SMEs? Or if not, what all is required to be developed by the contractor?
ANSWER: Exercise scenario will be provided by the government for 17-18 May and 26 July (EXEVAL). This will be provided to the contractor when they are readily available from AITECH/NGB. The contractor shall be responsible for creating an IC scenario during 23-25 July at MUTC.
10. Are the Incident Command SMEs required to attend any planning meetings on 16 May and 22 July prior to the start of each event the next day? If so, at what time and where?
ANSWER: Yes, these meetings will be held at the training sites. Exact location is TBD.
