The National Institutes of Health, ORS, intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.501(a)(2)(ii) sole source with OnPoint Consulting N Courthouse Road, Suite 310, Arlington, VA 22201-2909 for follow-on services to support the Information System Security Officer (ISSO) and Chief Information Officer (CIO) in the area of Information Security Support Services including Certification and Accrediation (C&A) in compliance with Federal Information Security Management Act (FISMA), HHS, NIH policies and standards. The contractor will support, at a minimum, the following activities: Risk Assessment of the entire ORS/ORF network as required by FISMA for C&A Compliance, Certification and Accreditation (C&A) of all required ORS/ORF Systems, Infrastructure and ISSO support, Research and guidance into compliance with Federal Law, HHS, and NIH mandates. The contractor will support ORS/ORF in all 4 phases of the C&A process: Initiation phase, Security Certification Phase, Security Accreditation Phase (as applicable), Continuous Monitoring Phase. The contractor will also be required to provide daily and weekly support services to the NIH ISSO and CIO. These services will include, at a minimum: Privacy Impact Assessments, Development and completion of System Abstracts, Interpreting Documentation for regulatory compliance, attend meetings with system owners, stakeholders and/or ISSO meetings, Overall C&A program management, General Project management and General information security recommendations and advice. OnPoint consulting is the only known source to NIH with the expertise to continue support of on-going projects as well as ensuring an undistrupted level of service to ORS/ORF customers. Again, this is a notice of intent to negotiate on a sole source basis with OnPoint Consulting for continuation of services and is not a request for competitive proposals. The Government intends to issue firm-fixed price purchase order utilizing simplified acquisition procedures for the services requested.
