COMBINED Synopsis/Solicitation of Notice of Intent - Sole Source Award

The U.S. Army Contracting Command-Rock Island (ACC-RI) is issuing s combined synopsis/solicitation of intent to negotiate a sole source procurement with International Information System Security Certification (ISC2) for certification vouchers and tokens. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 611420 with a size standard of $11 million.

The Government intends to procure from only one source under the authority of FAR 13.501(a)(1). This will be a commercial acquisition using Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5.

Award to any other source would result in unacceptable delays in fulfilling the agency's requirements as there are no other authorized resellers that provide these products. Interested parties may identify their interest and must provide convincing evidence of their capability and that competition of this requirement would be advantageous to the Government. If no affirmative, written responses are received by 9:00 A.M. CST June 04, 2019 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. No phone calls will be accepted.

Delivery is to be complete within 30 days from the date a valid order is received. Early delivery is authorized and desired and shall be at no additional cost to the Government.

The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.

The provision at 52.212-2, Evaluation - Commercial Items, is not applicable to this acquisition.
