NOTICE OF PROPOSED CONTRACT ACTION: Arnold Engineering and Development Center (AEDC), Arnold AFB, TN intends to negotiate on a sole source basis with Brigham Young University, Office of Research & Creative Activities, University Hill, Provo Utah 84602-1231 for a full annulus computational fluid dynamics simulation (CFD) analysis for the F414 General Electric fan using OVERFLOW 2.2 (Firebolt) and compare the results with previous TURBO CFD simulations and data. The contractor will provide the engine geometry, data, OVERFLOW 2.2 computational grids and solutions, and the analysis tools used in this study. The sole source nature of this requirement results from limited access to GE Engine Company annulus geometry data. This notice is neither a request for proposal nor a solicitation of offers. Based on this requirement, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1(a)(2)(ii). A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. Consistent with FAR 5.207(c)(16) this activity will consider submissions of capability statements, proposals or quotes from responsible offerors. No formal solicitation package is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide a timely and effective study (by 2:00 PM, CST, 3 February 2012).
