This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z0-8521-Q-P45F1700 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5.
The United States Coast Guard Surface Force Logistics Center has a requirement for the following SERVICE for CGC BARBARA MABRITY:
Vessel Details:
USCGC BARBARA MABRITY (WLM-559) is a United States Coast Guard Keeper Class cutter based out of Mobile, Alabama. Base access is gained by establishing communication with vessel point of contact above.
Description of Problem:
The #2 ventilation and air conditioning system onboard has failed due to erosion throughout the system and sections of piping. Salt water leaks from sections of piping on the condenser, valves, and runs of copper piping. This system is designed and supported by Adrick Marine Group and is current configuration.
Work to be performed:
Technical representatives to travel to cutter and conduct repairs to system. Arrange atmospheric testing and obtain successful marine chemist gas free certificate for affected compartments or spaces prior to conducting any hotwork. Remove faulty components and install new components to include but not limited to the compressor, condenser, receiver, air handler TXV, and all associated strainers and/or filters. Purge system as necessary to confirm all tubing and air handler is free and clear. To complete repairs, be prepared to provide new copper piping and carry out system testing and balancing as necessary to ensure proper operation. To include but not limited to: verification of correct installation, verification of compressor oil type & quantity, verification of correct refrigerant type & charge, system start-up, verification of evaporator superheat, and troubleshooting & repairs deemed necessary that may be accomplished using parts and labor funded by this requisition. Any additional parts or services identified as necessary that are recommended by the contractor for renewal or upgrade must be approved by the contracting officer (KO). The purchasing agent/KO is the only authorized grantee of this request for additional funding.
