The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement will be a HUBZone set aside. All responsible HUBZone Concerns may submit an offer, which shall be considered by the U.S. Coast Guard. The solicitation will be issued electronically as a Best Value Request for Quotation (RFQ) on the Federal Business Opportunities (FEDBIZOPPS) web page at http://www.fbo.gov on or about 14 March 2013 and due on 04 April 2013. Hard copies of the specification and solicitation will not be issued. Contractors are encouraged to sign up for the Auto Notification Service to receive an e-mail from FEDBIZOPPS when an action is taken under this solicitation.
This commercial item requirement is set-aside for HUBZone Small Business Concern and will be evaluated where Past Performance is more important than Price. The home pier of the vessel is located at 17th Street Pier, Astoria, OR 97103. The period of performance is fifty-six (56) calendar days scheduled to begin on or about 29 May 2013 and end on or about 24 July 2013.
The contractor shall provide all labor, material and equipment necessary for dockside repairs to the USCGC STEADFAST (WMEC-623). The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC STEADFAST (WMEC-623). This work will include, but is not limited to:
