The Naval Air Systems Command intends to negotiate and award a sole source Cost Plus Fixed Fee (CPFF) delivery order with Sikorsky, A Lockheed Martin Company, Stratford CT. This delivery order is for the Non-Recurring Engineering effort required to redesign a form, fit, and functional replacement. The scope of this effort involves designing out the electronic and mechanical components that are known to be obsolete, updating the IMU software and firmware to accommodate those changes, while maintaining backwards compatibility at the shipset level with the current CH-53K IMU hardware and existing aircraft hardware and software interfaces. The authority permitting other than full and open competition is Title 10 USC 3204(a)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements.
This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
