This notice serves to announce the intent of the 81st Contracting Squadron to award a sole source contract for chemistry and special chemistry testing to include: reagents/supplies, equipment lease, maintenance, and training needed to perform automated specimen processing at Keesler Medical Center, Keesler AFB, MS on a Cost-Per-Reportable-Result basis.
The proposed contract action is for a requirement for which the Government intends to solicit and negotiate with only one source under the authority of AFFARS 5313.501 – 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon the need to utilize contractor equipment and support already in place as a stop-gap until a new contract can be finalized. The approved Justification and Approval (J&A) for Other Than Full and Open Competition is attached to this notice.
The applicable NAICS code for this acquisition is 325413 and the size standard is 1,250 employees. The acquisition will be solicited as a commercial item using Simplified Acquisition Procedures under the authority of FAR 13.5.
The Government anticipates award of a firm-fixed price contract as a result of the soliciting and negotiating with only one source. The delivery period for this requirement is estimated to be 1 January 2023 to 30 April 2023, with four one-month options for a total of 8 months.
