The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the Child Welfare Rapid Response program providing services to families with out-of-home care involvement from the Wisconsin Department of Children and Families (DCF) Division of Milwaukee Child Protective Services (DMCPS). Stabilizing the placement for children who are in out-of-home settings is imperative to the overall health and well-being of the family. Sometimes however, there are crises that go beyond what typical case management services can solve and is true for youth involved in DMCPS programming. When a crisis arises for these youth, situations often require specific expertise which may be clinical in nature. The State as represented by DCF intends to use the results of this Request for Proposal (RFP) to award one contract for the Child Welfare Rapid Response program in Milwaukee County.
