The Centers for Disease Control and Prevention, Emergency Response Branch intends to award a sole source contract to The Center for Forensic Science Research & Education ( CFSRE ) 2300 Stratford Ave Willow Grove, PA 19090. The contract will provide training for chromatography and mass spectronmetry for drug analysis in biological specimens.
CFSRE is the only company available that provides readily available off the shelf online modular training that is required. The training must contain modules on "General Chromatography (Gas and Liquid), Priciples of Mass Spectrometry, GCNS Applicationsand Technique, LCMS Applicationa and Technique, Interprettationof Mass Spectra and Toxicological Sample Preparation for Chromatography/Mass Spectrometry for immediate use. The trainng will provide laboratory bench chemists with individual as needed learning modules. Obtaining these training modules by any other vendor would be extremely time consuming and costly to the government inaddition the particular modules are proprietary to CFSRE.
The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.
