The U.S. Department of Commerce, Office of the Secretary intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Cision US, Inc. (Cision) for a single, integrated, software-on-demand platform that provides the ease of use and functionality to create and monitor effective media campaigns for the Economic Development Administration (EDA).

EDA is responsible for providing the United States with economic programs and grants to develop economic opportunities to generate jobs, retain existing jobs, and stimulate industrial and commercial growth in economically distressed areas of the United States. EDA is guided by the basic principle that distressed communities must be empowered to develop and implement their own economic development and revitalization strategies. Therefore, EDA has a continued need for online monitoring, broadcast monitoring, print monitoring, and social network monitoring on EDA's brand, stories, and issues in order to successfully support its mission. In particular, EDA uses Cision's software-on-demand platform for building relationships with influencers and having audience insights into social networks so that EDA can turn them into actionable customer comprehension to target new audiences. Cision is the only vendor that offers Bacon's Media Database, which contains 1.6 million records and is the largest comprehensive database currently in the marketplace. They target the most relevant print, broadcast and online journalists who can mobilize news stories. The features of this software-on-demand platform would, in turn, improve impact and relevancy for EDA's mission.

The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
