1.0 SCOPE
1.1 OBJECTIVE - The purpose of this contract is to acquire contractor services to purchase a web-based public relations tool designed to manage contact lists with media, customers, stakeholders, elected officials and the public; distribute news releases by email and through a news distribution service; track press inquiries; automatically capture and store news clips and provide a mechanism to distribute news clips to selected contacts, monitor social media and generate analytical reports.
1.2 BACKGROUND
Bureau of Reclamation (Reclamation) is a water management agency that manages 492 dams in the 17 western United States. It is known best for construction of dams, power plants and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River and Folsom Dam on the American River. Reclamation is the largest wholesale water supplier and second largest producer of hydroelectric power in the country. Reclamation is organized into five regions Great Plains, Lower Colorado, Mid-Pacific, Pacific Northwest, and Upper Colorado.

3.0 TASKS - The contractor shall perform the following tasks:
1. Provide ability to send 300,000 emails from the application
2. Advanced Analytics - Advanced charting and analytics that allows Reclamation to analyze news based on custom categories including company, message, product, spokespeople or brand.
3. News OnDemand Streams - An easy-to-do dashboard that enables Reclamation to quickly monitor and share news and engage with influencers.
4. News OnDemand LexisNexis - Provides permission to share full text ofLexisNexis News OnDemand content within Reclamation to recipients.
5. Custom Development - Create the ability for people to automatically subscribe to news releases lists for each Reclamation regions (five) and two lists from the Commissioner's Office.
6. Data Conversion - Convert data from Cision's government relations software to individual and organization data in Reclamation' s database on a quarterly basis.
7. Social Media Monitoring - Monitor millions of biogs, social media sites and Twitter. Reclamation will receive up to 1.2 million results per year.
8. Additional storage - Provide storage for up to 50 GB.
9. Training- Unlimited 24/7 access to pre-recorded online instructional videos and online help documentation including instructor led online webinars covering set topics on set dates and times. Four onsite configuration-specific trainings inclusive of instructor travel and expense. Access to live and pre-recorded instructor led training on new features and capabilities.
10. Ability to have 25 concurrent users access the site.
11. Social Dashboard - Campaign management where Reclamation measures the impact and effectiveness of a campaign over time.
12. Social Dashboard-Influencer Analysis where Reclamation can understand how it is impacting the perceptions, attitudes and behaviors of key influencers over time.
13. Social Dashboard - Owned Social Media where Reclamation monitors performance of owned social media channels, including follower growth and content trends. The data is shareable. Social media networks include Twitter, Facebook, Instagram and YouTube.
14. Social Dashboard - Reputation Management where Reclamation measures how we are positioned on proven drivers of corporate reputation vs other benchmarks and how they vary.
15. Ability to release up to 240 news releases on PRWeb, a news release distribution service.
16. Enterprise Media Database for North America where Reclamation has access to North American media contacts, outlets, editorial opportunities for up to 25 concurrent users. Information will contain pitching tips including preferred contact methods, topics of interest, biographical information and personal pet peeves.
17. Email campaigns where Reclamation has the ability to track emails sent from the system including reader interaction statistics and automated activity tracking.
18. News OnDemand: Online & LexisNexis print monitoring in North America. Provide coverage of nearly 10,000 North American print sources of newspapers, magazines, trade/business journals and newsletters from the LexisNexis Library as well as tens of thousands of North American news websites.
19. Royalty Fee to meet copyright requirements for the collection of online content.
