This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Cision US Inc., 130 E. Randolph Street, 7th Floor, Chicago, IL 60601, for access to the Cision web-based media tracking database.

The purpose of the Cision subscription renewal is to track NIEHS, NTP, and EHP media stories, media inquiries, and subsequent intereviews with the NIEHS staff. Cision US Inc., is the only company that provides individual databases for their clients, allowing the ability to review, modify, add, or delete stories within the database, for more complete, concise data.

This subscription renewal will assists the Office of Communications and Public Liasion at the NIEHS in a single, integrated Web-based application, allowing organizations to manage and automate the full scope of public affairs and communications efforts from a single, fully integrated system, combining media research, press release distribution, activity management, reporting, news monitoring, measurement, and analysis.The Cision software is proprietary to their Web-based media database, thereby making them the only available source for this requirement.

The applicable North American Industry Classification System (NAICS) Code for this acquisition is 511210 "Software Publishers". Its associated Business Size Standard is $38,500,000.00.

Period of performance: September 18, 2018-September 17, 2019.
NIEHS will solicit and negotiate directly with Cision US Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
