REQUEST FOR STATEMENT OF INTEREST AND QUALIFICATIONS Engineering Services for Water / Sewer Plant Control Systems and Supervisory Control and Data Acquisition (SCADA) System General The City needs to update their current Water / Sewer Plant SCADA system. SCADA Project Objectives: -Replace instrumentation and controls with reliable equipment and software to carry out current operations on a consistent basis. -Ensure consistent and reliable information from communications systems at all times. Conversion to an IP based communication system investigation. -Provide real-time access to SCADA data and avoid duplicate entry. Data from the SCADA system will be used for regulatory and operational reporting, operational oversight for managers, and additional queries for various improvement projects in the future. -Adopt and implement City-wide standards for software, hardware, and configuration. -Assure that the system is operable from a remote (outside of control room) location. -Advanced automatic control capabilities. Standardize controls at all locations. -Update existing Wonderware HMI screens and data collection infrastructure for all facilities on the current system. (Other Software platforms will be considered if presented) -Automatically generate regulatory and compliance reporting data. -Provide data and information for use in equipment asset management. Scope of SCADA Replacement Project: The respondents’ proposals should provide methodologies and activities to assist Forney in achieving the objectives outlined above. Development of the SCADA Replacement Project will include: -Requirements Definition -Optimized Operations Design -Field Investigation -Controller Selection -Preliminary Design -Plan for Implementation -Detailed Design and Specifications -Procurement Assistance -Implementation Assistance The SCADA Replacement Project under detailed design will address the following: -Process Control Strategies and Optimization Strategies -Reliable field elements and equipment -Management Information Services and Data Integration -Reporting -Communications Statement of Qualifications Due: May 10, 2021 Anticipated Award Date: June 01, 2021 Technical Expertise Interested firms or teams shall have extensive knowledge and expertise in the technical areas of water treatment control system descriptions and creating technical specifications for SCADA along with contract and construction management. Selection Process This RFQ provides information necessary to prepare and submit qualifications for consideration and ranking by the City. City of Forney Staff will analyze and evaluate the Statements of Qualification (SOQ). The selection committee will rank the firms in order of preference and then make a determination as to whether or not an informal meeting will be required of the top-ranking firms. Upon authorization by City Council, the highest ranked firm will be asked to submit a fee proposal to begin contract negotiations. Staff will provide One (1) pre-submittal onsite meeting for applications to come to the City of Forney and ask staff questions. This will be on April 29th @ 10AM at City Hall in the Council Chambers. Located at 101 East Main Street, Forney Texas 75126 Acceptance of evaluation methodology: By submitting its Statement of Qualifications in response to this RFQ, respondent accepts the evaluation process as outlined in the following section, acknowledges, and accepts that determination of the “most qualified” firm may require subjective judgments by the City. Requirements for Statement of Qualifications Respondents shall carefully read the information in the following evaluation criteria and submit a complete Statement of Qualifications to all questions in this RFQ as formatted below: Item 1: Qualifications and Availability: Provide the following information: Legal name of firm Location of Office that will be conducting the work Contact Persons Date of firm formation Legal business description (Individual, Partnership, Corporation, Joint Venture, etc.) Provide a statement on the availability and commitment of the firm, its principal(s) and assigned professionals to undertake the project, reporting responsibilities and how the firm will interface with the City of Forney's project manager. Biweekly project meetings will be required unless more frequent meetings are necessary. Provide a statement of interest for the project including a narrative describing the firm’s specific expertise and unique qualifications as they pertain to this particular project. Item 2: Proposed Staff: Organizational chart for personnel (including sub-consultants) who are to work on this project including licensure information. Names and roles of key personnel proposed to work on this project and their office locations. Include resumes for all key personnel and indicate any individuals who have had previous experience on similar projects. Provide staffing size by areas of expertise. Provide current workload of prime firm. Provide staff availability to perform services. Provide the Project Managers experience with similar size projects. Provide the sub-consultants experience with similar size projects. Item 3: Project Experience: Provide an overview and brief history of the firm and sub-consultants. Provide verifiable examples of at least three (3) similar projects completed in the last five (5) years by the principal and sub-consultants, including: Project name and location Services provided Date of completion or project status Final construction costs Client name and contact person History of meeting project schedules History of accomplishing services within established budget, include planned vs. actual. Detail cost savings or cost increases. Item 4: Project Approach Explain how the team will design the project. Are there multiple or alternate design options, etc? Provide a proposed project schedule. Responsiveness to Request for Qualifications: Qualifications shall be prepared simply and economically, providing a straightforward, concise description of the respondent’s ability to meet the requirements of this RFQ. Emphasis shall be on quality, completeness, clarity of content, responsiveness to the requirements, and understanding of City’s needs. Due Date and Contact Two hard copies and one digital with a PDF of the Statement of Qualifications are required. Statements of Qualifications are to be delivered by 2:00 pm on Due Date. to: PERSONS OR FIRMS PRACTICING ARCHITECTURAL AND / OR ENGINEERING SERVICES IN THE STATE OF TEXAS MUST POSSESS A PROPER REGISTRATION IN ACCORDANCE WITH TEXAS LAWS. The City of Forney will not provide compensation or defray any costs incurred by any firm related to the response to this request. The City of Forney reserves the right to negotiate with any and all persons or firms. The City of Forney also reserves the right to reject any or all SOQ(s), or to accept any SOQ deemed most advantageous, or to waive any irregularities or informalities in the SOQ received, and to revise the process schedule as circumstances arise.
