City of O’Fallon, Missouri ROUTE DD IMPROVEMENTS Notice to Contractors Sealed bid clearly marked “STP 7302(684) Route DD Improvements” will be received at: the City of O’Fallon, MO, 100 North Main St., O’Fallon MO 63366 until 2:00p.m. (CST) on the 19st day of May, 2021, at the main front desk of O’Fallon City Hall, and at that time will be publicly opened and read. All bids shall be sealed and clearly marked Bid #21-010 and submitted utilizing the bid forms provided in the specifications in their entirty. Please read the section titled “CITY REQUIREMENTS” on the next page for further information on the bidding process.. The proposed work includes: the reconstruction of the Route DD from 1,100 feet east of Castlewood Estates Drive north to Mastercard Boulevard. Exit ramp widening with signal modifications will be/? included along with a new signalized intersection at Caledonia Drive and new roundabout at Dalriada Drive. Improvements include pavement widening, enclosed drainage, signals, ITS, lighting, signing, and pavement markings. Plans and specifications may be viewed and purchased from the office of Drexel Technologies at http://planroom.drexeltech.com. A pre-bid conference will take place at 10:00 a.m. on the 13th day of May, 2021, at O’Fallon City Hall, 100 N. Main St., O’Fallon, MO 63366 in the City Council Chambers. All bidders are encouraged to attend the pre-bid meeting. All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher. The City of O’Fallon hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically/? disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.” All bidders must be on MoDOT’s Qualified Contractor List per /?Section 102.2 from the current version of the Missouri Standard Specifications for Highway /?Construction, including all /?revisions. The contractor /?questionnaire must be on file 7 days prior to bid opening. Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal. The City of O’Fallon reserves the right to reject any or all bids. The DBE Goal for this project is thirteen percent (13%). No 2nd tier subcontracting will be allowed on this project. CITY REQUIREMENTS/? RELATED TO COVID-19 In response to COVID-19, the City of O’Fallon is implementing special procedures for the bid opening. During these times, the City is committed to doing everything possible to minimize the risk of exposure to oneself, co-workers, bidders, and the public while continuing to provide services to the residents and visitors. In order to fulfill this commitment, the City is requesting all participants wear a mask while indoors. To make deliveries (including /?deliveries of the bids for this project), the delivery vendor or bidder may hand deliver the bid during City Hall hours of Monday – Friday 9:00 am – 3:30 pm utilizing the East Entrance only. Mailed proposals are accepted with /?regular mail service each day. Any deliveries made during Monday – Friday 8:00 am – 9:00 am and 3:30 pm – 5:00 pm, the delivery vendor must call (636) 240-2000 when they arrive at City Hall. The delivery is to be left outside the building while City staff are inside watching. Once the bidder or delivery driver steps away from the package, City staff will open the door to take safe delivery of the package. Do not leave deliveries or bids at City Hall without /?confirmation from City staff. Due to COVID-19 concerns, /?members of the public, including Bidders, Contractors, Sub-Contractors, and others, may not appear in person for the bid opening at City Hall. The bid opening will be streamed live on the City’s website at: https://www.ofallon.mo.us/ofallontv. The City will make every effort to post the “as read” bid opening results on the City’s website by the close of business that same day.
