1. In the current system, are all 6 libraries in one union database or are there 6 separate databases representing the holdings for each individual library?
We are unable to discuss the current system; however, our requirement would be six separate catalogs.
2. Do you want a Union Catalog where all 6 libraries are working in one main database or do they want to have 6 separate catalogs that are all searchable by each other?
Six separate catalogs that are searchable by each other. Refer to paragraph 1.0 and 1.1.1.
3. Do you currently own the EbscoHost Federated Searching Product?
EBSCO host is purchased by the Centralized Library Service (AFLIS)and all
AFSPC libraries currently have access
4. How much data conversion is expected a part of the contract?
Without reviewing sample data we can only estimate the data conversion
services that would apply.
All patron records approximately 10,000 per installation and approximately
50,000 bibliographic records per installation. Also, refer to workload data included in Performance Work Statement.
5. What are the number of simultaneous staff users?
No more that 4 on at same time for the General Libraries and 2 for Technical Libraries.
6. Would all 56 library staff members need to be involved in the
training?
Refer to paragraph 1.1.2 of the Performance Work Statement
7. Is online training an acceptable alternative in order to meet the
February 28th deadline?
Hands on training for all FTE. Refer to paragraph 1.1.2 of the Performance Work Statement. Also, see attached Combined Synopsis/solicitation extension with revised proposal date of 16 Feb 2010
8. Can you send the ZIP file from the incumbent vendor so we can
review it for a full statement of work prior to submitting our final price
proposal?
No.
9. Does each individual requirement on the performance work statement needs to be answered in the proposal?
Whatever format you deem appropriate to ensure requirements can be properly evaluated.
10. Will demonstrations be required prior to the final decision being made
and the contract awarded?
No
11. Are high security protections required such as IP authentication and
SSL encryption?
Patron privacy information must be secured. Also, refer to para 1.1.1 of the Performance Work Statement.
12. Data conversion can encompass just the catalog records or everything
in the current system including checkout history, serials subscriptions,
vendor records, order records, payment history, routing, claiming, etc. so
the more we understand about what is expected the more accurate our offer
will be.
Data will consist of all information to include circulation history, serials, patron history and catalog, and catalog records.
13. Does HQ AFSPC prefer one consolidated database or separate
databases for each library, which can be accessed by staff and base users?
The number of databases must be determined by the contractor; however, it must contain 6 separate catalogs which are searchable by each other. Please refer to paragraphs 1.0 and 1.1.1 of the Performance Work Statement.
14. Do the libraries serve any public users who are not Air Force staff
or their dependents?
Please refer to paragraph 1.1.1 of the Performance Work Statement which states DoD cardholders.
15. If the catalog is accessible remotely from Air Force homes (or
other locations) via Internet access, how is the access limited to the
desired group of users? Do they have to log onto an HQ AFSPC network? Are
individual passwords required for all OPAC users?
All holdings are in OCLC and nonrestricted websites. Log on and passwords are not required to HQ AFSPC network.
16. How many staff licenses for simultaneous use are needed for each
base? Please provide the number of simultaneous staff licenses needed at
each location?
Minimum of 2 and maximum of 22. Below is a breakdown of the current staff users:
Peterson- 4
Vandenberg - 4
Patrick Main- 4
Patrick Technical- 2
Malmstrom- 4
FE Warren- 4
17. Will there be public terminals used to search the library catalog
in each library? How many?
4 per installation for General and 2 for Technical Library at Patrick
18. Does HQ AFSPC have a previously negotiated low rate of air travel
which would be available to Softlink training staff? If yes, how much are
the rates from Denver, Colorado? Would a response saying that all travel
costs would be a straight pass-through be acceptable in the pricing section?
No. Travel is the responsibility of the contractor.
19. Will (hotel or other)housing for the trainer be supplied on bases
during the training sessions? Are there any charges for that during the
training period?
No. Travel is the responsibility of the contractor.
20. Is there a preferred order for implementation of the six libraries
or is that determined by the company providing the ILS software?
General libraries first and then technical.
21. What format is the data in?
CSV file
22. What is the size of the current database file(s)?
The entire application is currently running at approximately 15 GB. The data alone looks to be around 6 GB, but this is based on the current storage database. Size will differ based on format.
23. Will the govt receive one file or several files of data, once we request the information be delivered? Is so, what type of files.
The data would be extracted by individual bases into multiple CSV files for each base and provided to the government in a zip file.
