This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with Split Rock Studios 2071 GATEWAY BLVD SAINT PAUL, MN 55112-2785, a small business to provide DVC exhibit cleaning and repair for Denali National Park, AK 99755. Split Rock Studios is the only vendor capable of performing these services due to the fact that they are the original creators of the exhibits. Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) Background: Denali National Park needs to have main visitor center exhibits cleaned/maintained and staff trained for future cleaning and maintenance. Split Rock Studios created and placed all exhibits. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition: Per FAR 6.302-1 Split Rock Studios is the only responsible vendor able to maintain and fix the DVC exhibits at Denali National Park. Vendor Split Rock Studios created and placed all exhibits in the Denali Visitor Center in 2005 and because of this, their expertise is unmatched when it comes to cleaning and maintaining their own creations. 2. Nature and description of the supplies or services required to meet the agency's needs.Clean, repair and maintain visitor center exhibits: Train staff to ensure the National Park Service can clean and maintain the exhibits in the future. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.): Since Split Rock Studios were contracted to create the exhibits they are the only company that know the compounds used, design parameters, cleaning guidelines, etc. Since Split Rock staff created the exhibits they are the most qualified to train others on the cleaning and maintenance. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Further market research was not necessary because exhibits were originally created by Split Rock Studios. 5. Any other facts supporting the use of other than full and open competition: N/A 6. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Competitive bid awarded and work completed in 2005.
