The intent of this requirement shall be to contract for the non-personal services of a Clinical Pastoral Supervisor to provide clinical supervision with the Staff Chaplains at Naval Medical Center Portsmouth. Clinical Supervision is the industry standard in healthcare chaplaincy and it ensures the highest level of Pastoral Care that is examined by the Joint Commission. This structure of Supervision is used by mental health providers and is generally an industry standard within healthcare. It provides the Staff Chaplains with the opportunity to process significant patient cases that otherwise attribute to their vulnerability to the effects of secondary trauma. Clinical Supervision ensures that chaplains remain ministry-centered with people and learning. Technical evaluation of vendors quote will consist of technical capability to provide and perform services requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. The Contractor shall meet minimum requirements. See Performance Work Statement for further details.
Required Qualifications:
Valid clergy experience as it relates to their faith group (i.e. Ordination or an approved leader within the religious community).
Have ecclesiastical endorsement, in writing from an approved Department of Defense recognized religious organization.
Required Minimum Education and or Clinical Experience Qualifications
A degree with the focus in a Mental Health Profession (i.e. LPC, LMFT, LCSW) with a mental health discipline. Ability to attain and keep current certifications required for Virginia State License to practice.
AND OR
Qualified Clinical Pastoral Education Supervisor or Supervisor in-training with Association of Clinical Pastoral Education with signed letter by supervisor verifying this requirement is met
AND OR
Attain more than 2000 hours of clinical experience towards licensing with signed letter by supervisor verifying this requirement is met with hours documented.
If response does not include enough information to perform a Technical Evaluation it will be considered Non-Responsive. All the information identified in Section M which is the last page of the RFQ must be included in your response for the Technical Evaluation. The government reserves the right to make a "Best Value" award as this requirement will be issued as a "Best Value". Evaluation factors include: Technical Capabilities / Technical Approach, Past Performance, and Price Evaluation. Additionally, the government reserves the right to make an "all or none" award.
