The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to Raytheon Company/Raytheon Missile Systems (RMS) of Tucson, AZ, P.O. Box 11338, Tucson, AZ 85734-1337 for procurement, on a sole source basis, of production requirements for FY19/20 for the following supplies: MK 15 CIWS Phalanx Block 1B BL2 upgrade kits and conversions, including Radar Upgrade Kits; MK 15 Mod 29 CIWS Land-Based Phalanx Weapon Systems (LPWS) overhauls; MK 15 Mod 29 CIWS LPWS hardware product improvement, ancillary equipment, spares, and provisioned item orders (PIO); MK 15 Mod 31 CIWS SeaRAM upgrade kits and conversions; MK 15 CIWS hardware product improvements; MK 15 CIWS ancillary equipment and spares; and, MK 15 CIWS Class A Overhauls.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
