This is a sources sought and not a request for quotation.

The government is contemplating establishing a Blanket Purchase Agreement for Cloth Face Coverings.  SMC/PKE at Los Angeles Air Force Base (LAAFB) California is seeking small or large business sources that can provide Cloth Face Coverings in accordance with the attached Statement of Work (SOW) dated 7 April 2020.  This sources sought shall not be construed as a formal solicitation or obligation on the part of the Government to acquire any products or services.  Vendors are invited to submit GSA Schedules, Price Lists, and Capability Statements to demonstrate their ability to provide products in accordance with the SOW.  The anticipated NAICS code is 448190 (Other Clothing Stores) with Small Business (SB) Size Standard of $22M.  Responses are requested to be submitted by the referenced closed date of 16 April 2020 at 19:00 Eastern Time.  Any information provided to the Government is strictly voluntary and must be provided at no cost to the Government.  A formal Request for Quotation may be issued at a later date.  The objective is to determine if readily available products can be procured, modified, or manufactured to meet the product description as detail in the attached SOW.  All responses and questions to this notice must be submitted to SSgt Stephen Hernandez at [email protected] and TSgt Derek Anders at [email protected].  A SOW summary has been provided below.

SOW Summary:

The contractor shall provide all necessary material and equipment in order to manufacture cloth face coverings for individual wear.  The design should also comply with the Center for Disease Control and U.S. Surgeon General’s guidelines on cloth face coverings (https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/diy-cloth-face-coverings.html).

Item Specifications -

The cloth face mask/covering shall:

1)  Fit snugly but comfortably against the side of the face and cover the mouth and nose,

2)  Be secured with ties, ear loops, or wrap-around fabric (e.g. balaclavas),

3)  Include at a minimum two layers of two, 10-by-6-inch rectangles of cotton fabric (tightly woven cotton, such as quilting fabric or cotton sheets),

4)  Allow for breathing without restriction,

5)  Have the ability to be laundered and machine dried without damage or change to shape for 75 launderings,

6)  Color must be black, sage green, or coyote brown and will be specified on each individual BPA Call.

Inspection and Acceptance -

The contractor shall perform or have performed the inspections and tests required to substantiate that the supplies provided under the contract conform to the drawings, specification, and contract requirements for the manufacturer’s part numbers specified herein.  The contractor shall provide one set of proper care and use instructions, the manufacturer’s warranty, and any other required documentation in English.
