The Centers for Medicare and Medicaid Services intends to award using Simplified Acquisition Procedures, a fixed priced purchase order at a fixed price for the Annual CMS Report to Congress in accordance with the attached Statement of Work and Schedule of Deliverables Contractor shall gather baseline knowledge, review, analyze, and provide written recommendations regarding refinements to the format, organization, structure and components of the Report to Congress, 2) Participate in conferences with the contracting officer's representatives and other Report to Congress team members, 3)Develop and maintain an electronic validation survey tracking spreadsheet. 4)Develop and write the introductory, accrediting organization activity overview, validation program summary, CMS oversight improvement, accrediting organization program improvements, and summary portions of the Report to Congress. 5) The contractor will develop and maintain an electronic validation analysis spreadsheet. Review, analyze and provide written comments on Validation Program survey results survey results for hospitals, CAHs, psychiatric hospitals, CORFs, ASCs, HHSs, hospices, RHCs, and OPTS. 6) Review, analyze and provide written comments and discussions of various CMS developed AO data sets and performance measures, and deeming application final notices. 7) Develop and maintain the master Report to Congress document, and serve as editor for the final draft. 8) Provide CMS with supporting documentation to provide to the Office of Financial management. This information will be developed throughout the year to support data analyses, tables, graphs, native portions of the report. The Government intends to award an order to the responsible offeror whose quotation offers the best combination of technical capabilities and proposed price; the best value (considering price and other factors). All responses/quotes submitted shall remain valid for a period of 180 days. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
